Brian Kelsey Raked by City OfficialsNovember 22, 2009
Key players on the Memphis City Council laughed when they learned that state Senate candidate Brian Kelsey is taking credit for the city easing its residency requirement for police officers.
City Councilmen Harold Collins and Bill Morrison -- who helped draft what the council ultimately approved -- disputed the claim put forward in a fundraising e-mail by Kelsey earlier this month.
That note said in part, "I even convinced the Memphis city council to reverse its position and to hire qualified police officers from neighboring counties."
Later, Kelsey issued a press release using almost the same wording but coming as a quote from Memphis Police Association president J.D. Sewell. The group endorsed Kelsey.
Kelsey stood by his claim. He said Friday he had e-mailed council members about his intention to introduce state legislation forcing the city to relax the residency requirements. He did file the bill, but it failed to win approval.
Even so, he said, "I think a reasonable person can conclude that the legislation filed in Nashville had an effect on the City Council."
Kelsey also said he talked to council members Shea Flinn and Jim Strickland.
Flinn said the council had reached a stalemate when Kelsey proposed the state legislation. The bill could have influenced some members' decisions, Flinn said.
"Rep. Kelsey was very supportive of the effort" (to relax residency requirements), Flinn said.
Strickland, who sponsored the initial proposal in February 2008, said he was surprised when he saw Kelsey's statement.
"I don't think he had any effect on the council's vote," Strickland said. "I don't know why he said that."
While Kelsey did support lifting the residency requirements, Strickland said the Germantown legislator didn't approach him until the end of the council's debate in December or January.
Morrison said he remembered Kelsey's grandstanding.
"I don't remember getting an e-mail from him. He didn't influence anybody on the ad hoc committee. Why would a Germantown legislator influence our decision?"
Kelsey's district encompasses parts of Memphis.
Morrison laughed at Kelsey's wording in the e-mail and said, "You don't take credit for somebody's stuff. That's not cool."
Morrison and Collins served on the five-member police recruiting ad hoc committee. Shea and Strickland did not.
In a heated debate last November, the council voted 7-6 to block a provision to let Memphis police officers live within 20 miles of the Shelby County line.
Morrison later proposed a resolution on Dec. 16 that included police-signing bonuses and relocation reimbursements. The resolution was postponed when then-council chairman Myron Lowery appointed the committee to look at retention, residency and recruitment. Collins helped draft the residency wording.
The day before the council met, Kelsey announced that he was drafting a bill to force Memphis to relax its residency requirements or lose all cash and revenue from property forfeited or confiscated in the city.
"I sent an e-mail to all of them the night before their Dec. 16 meeting," he said.
Kelsey filed the bill Dec. 16 and revised it in January. "The City Council switched its vote in January," he said. He said he filed his bill before the council approved its final resolution on Jan. 27.
Morrison said he gave Pakis-Gillon a $100 campaign contribution three months ago when it appeared she might have an opponent in the Democratic primary. Regarding the general election, Collins added, "I don't have a dog in the fight."
It isn't the first time Kelsey claimed credit for legislation.
In June, he set off a firestorm in the House of Representatives that his legislative colleagues said nearly killed the bill that expanded public charter schools.
Colleagues said Kelsey played no role in negotiating or drafting the bill that won approval. But he issued two press releases claiming credit and failing to name the bill's prime sponsor, fellow Republican Rep. Beth Harwell of Nashville.
One of Kelsey's releases said, "Our public school system is the last vestige of slavery." That set off a firestorm among legislators that almost killed the bill before Democratic Caucus chairman Mike Turner and others quelled the revolt.
Kelsey did not mention charter schools in the fundraising letter.

Pulling stunts is not a platform
Brian Kelsey is telling the people of District 31, which includes a large part of East Shelby County, that he deserves a promotion to state senator. However, he won't participate in a forum with his opponent, Adrienne Pakis-Gillon, so voters can make up their own minds.
Is he telling us that he knows better than we do? Could it be that he is afraid of what people might think when they really get to know him? All we know now is that Kelsey makes a lot of noise in Nashville but has little to show for it. That's how he got the "stuntbaby" image.
Perhaps we should wait awhile for him to mature more before we elect him to such an important political office.

Looks like Brian Kelsey made a few people pretty upset with yesterday's comments. These letters are taken from today's Commercial Appeal.
Voters snubbed by Kelsey are real
Brian Kelsey, former Tennessee House District 83 representative and current state Senate District 31 candidate, apparently doesn't believe women are "real voters."
Backing away from a debate with his opponent, Adrienne Pakis-Gillon, before the Dec. 1 special election in a forum hosted by the nonpartisan Memphis/Shelby County League of Women Voters, Kelsey described women voters this way to a Memphis Flyer reporter: "Why should I waste my time with the League of Liberal Women Voters when I'm trying to deal with real voters?"
In fact, that organization is nonpartisan and deliberately neutral, and the previous president of it was a Republican.
Here is how "in touch" with the real voters Kelsey is: The majority of the voters in District 31 are women, and the strong majority of voters in District 31 (and 80 percent of the voters in Tennessee) think his "guns in parks" and "guns in bars" legislation was a bad idea. Even the Board of Aldermen in Germantown (which he regards as the heart of the district) was the first suburban community government to opt out of guns in parks -- unanimously.
In fact, he was so committed to representing the "real" voters that he quit the House to run for his disgraced colleague Paul Stanley's Senate seat and left those who fall into House District 83 and Senate District 31 with no representation in the legislature.
It's clear he places his priority on only representing his interests, getting him and his party money from gun lobbies from outside the state, and his extremist core constituents, not the priorities of the majority of voters in the districts he runs for.
I hope the women of District 31 and those who want a safer, more prosperous community make clear to him this time what a majority looks like on Dec. 1.

How to back down from a fight
I find it incredible that Republican Brian Kelsey will not debate his opponent in the Senate District 31 race, Democrat Adrienne Pakis-Gillon (Nov. 13 article). If he knows where he stands on the issues and what he represents, what is he afraid of?
Just as disappointing to me is that he wanted to know the questions in advance. Debates should be totally spontaneous without scripted responses.
Let them stand alone and answer hard questions so we can see what they really believe in.

A Veteran's Day Thank You from AdrienneNovember 11, 2009
Today we honor the brave men and women who have served our country in all our military branches.
At 9:30 the submarine was on watch when a lone torpedo bomber with white stars on the wings and its tail shot up headed in low toward the submarine. The plane landed in the water dead ahead, about 500 yards off the bow. It floated for two minutes and then nosed down and sank. Both men in the plane jumped out and hung onto an inflated life raft. Eleven minutes later the crew of the Bowfin had them aboard. They were Lieutenant R. U. Plant of Torpedo Squadron 83 and Aviation Mechanic's Mate Third Class J. Papazoglakis [later shortened to Pakis, pictured at right]. They were cold and wet from just a few minutes in that water, but otherwise safe and sound. The captain ordered the life raft sunk and the dye marker destroyed with small arms fire and then resumed patrol on the lifeguard station.

Common-sense candidate
Adrienne Pakis-Gillon is the Democrat who went unnamed in an Oct. 16 letter by a Republican who said he would probably vote for her in the District 31 state Senate race Dec. 1.
Pakis-Gillon is a common-sense Democrat who stood up against guns in local parks after her opponent was instrumental in getting the legislature to pass a law allowing guns in parks and restaurants across the state this summer. Thankfully, local lawmakers agreed with Pakis-Gillon, as did the Germantown resident who wrote the above referenced letter.
Holding an MBA, Adrienne has worked for small businesses and corporations while raising a family. She has overcome adversity in her own life and volunteers to assist those less privileged find a way to do the same through Airways Middle School's Ladies in Training project.
Her strength in the Oct. 15 primary despite her opponent's huge financial advantage shows that voters are looking beyond yard signs in making their decisions and want a serious, mature person to fill Paul Stanley's Senate seat. She has much substance.

Hoping for a change in course
I didn't vote for Brian Kelsey this morning. Instead, I wrote "No guns in parks" as my write-in protest vote. When he comes up against the Democratic candidate for state Senate later this year, I will probably vote for his opponent.
As a long-time Republican, I am disappointed that our party within the state of Tennessee has become too involved with the extreme right (gun-right freaks). As he supported state Rep. Curry Todd's bill in the House, I hold him responsible for passing this insane law.
For the future of the Republican Party, I trust Kelsey and other candidates will once again become the party of fiscal responsibility and not just a sounding board for the extreme right.
Meanwhile, I'm a previous supporter looking for other alternatives.

Early Primary Voting Ends SaturdayOctober 7, 2009
If you have not voted already, be sure to get out to a polling location during the early voting session to avoid long lines on election day. As always, you can do your early voting at any location.
Our movement is about responsibility, maturity, and common sense governing that will improve education, promote and enforce safety, and bring jobs back into our community. With early voting almost over and the primary election less than a week away, the need for preparation has never been greater.
We need you to continue to stand up and support a more caring community with a contribution of $5 or more. $5 can potentially help us reach 50 voters. $31 can help us reach out to 310 of our District 31 neighbors.

Taxpayers Will Foot the Bill for Unnessecary Special ElectionSeptember 25, 2009
Adrienne Pakis-Gillon, expressed concern about Shelby County taxpayers having to finance yet another special election.
Because of District 83 Representative Brian Kelsey’s recent resignation, the county will now be forced to hold another special election. Estimates have placed the public cost of such an election at $150,000 or more. Kelsey is Adrienne’s opponent in the December 1 special election.
“Mr. Kelsey has decided he would rather run for a different office than serve out the term to which he was elected,” Adrienne said, “and I don't think the taxpayers should be financially responsible for the situation he will be causing."
Adrienne continued, "Just as I trust the County Commission will make a worthy appointment to fill the seat for our recently departed friend Paul Matilla, I think the County Commission was capable of appointing an appropriate representative for District 83 should the need have arisen. If Mr. Kelsey is truly concerned about opposing wasteful government spending, he should have considered the consequences of his actions before resigning."
Adrienne Pakis-Gillon announced her candidacy mid-August and brings a new approach to local politics -- she is committed to the community, concerned about the citizens, and cares about the future. As part of her new approach, Adrienne’s outline of her stances and priorities is not a promise or a platform, but a handshake.
The full outline will be unveiled in the coming weeks, and focus on her core values: economic development, education, and crime prevention.
Times are tough for our state, and we need a voice to speak up in favor our families and the programs that support them. Adrienne Pakis-Gillon has been an active member of District 31 for 17 years, and she wants to take her experience and vision to Nashville.
It is time to elect a representative from our district who will evaluate programs based on how they benefit our neighbors in the community. It’s time for a candidate who is committed to the community, concerned about our citizens, and who cares for the future. It’s time for us to shake hands and build a better district with Adrienne Pakis-Gillon.
